In the twenty first century the philosophy and application of Health & Safety at work and elsewhere follows one of two routes and in many cases employs both of those routes.
The two routes followed are
1. Regulation based with a taxpayer funded policing of those regulations with some costs offset by quasi-autonomous government organizations’ ability to part finance their regulation through fees or taxation of industry. An example of that process is found with reference to the United Kingdom’s Health & Safety Executive [HSE].
2. A management application of the concept known as common sense. The application of common sense in health & safety at work and elsewhere has many cost savings and other advantages.
In many parts of the world for almost a hundred years a twin track approach was used. In short, both routes were followed with regulators and managers working together harmoniously to ensure best practice. However, in the 1970’s with the continued growth of Big Government around the world and what it could deliver, the pendulum swung away from from compromise and the regulatory regime became the norm. The International Institute of Advanced Safety Management recognizes the power of states to encourage safety via regulation and the policing of those regulations and provides support and education based upon that philosophical view and application. As an academic institute, your institute also pays due regard to the underlying philosophical basis of safety and how the application and management of common sense can improve outcomes and reduce costs.
